You cannot leave out Lone Justice’s Dixie Storms, with Maria McKee’s beautiful voice over a simple piano accompaniment.

Another thought, but I don’t know if it really fits your theme: Woody Guthries’s song “The Great Dust Storm (Dust Storm Disaster)” - the Grapes of Wrath in song.

Since the notion of “Rain = Storm” has been introduced, the rain song I’ve been a fan of since it came out is Buddy Holly’s Raining In My Heart.

For Hiatt I’d recommend “Feels Like Rain” but can’t find any sound files.
