Strange aquarium algae

In my aquarium, I’ve recently discovered a pebble (from the substrate) that has a bizarre type of algae that I’ve never seen before. It’s bright green, and looks like hair all attached to on point on the pebble. The strands are about 1 cm long, and have been growing very slowly. It hasn’t spread to any other pebbles. I don’t really want to eliminate it, since it’s kind of pretty. So what is this? Where did it come from?
