Am I being whooshed? I’ve seen this happen countless times. And how is it “poor sportsmanship”? Football is a game of rules; if you can do something that you think will help your team win, and it’s within the rules, don’t you HAVE to do it?
For example, consider this scenario, which happens all the time: The offense throws a sideline pass, which the receiver catches as he’s falling out of bounds. It looks questionable as to whether he was in or out, but the ref calls it a completion. Knowing that the call was iffy, the offense hurries up to get another play started before the defense challenges the ruling.
Is that cheating? I don’t think so; I think it’s knowing the rules and playing by them in the way most likely to help your team. It’s not “cheating” any more than trying to score points is “cheating.”

I might offer a different point of view here. I suggest the Cowboys should go fuck themselves. This would save some unnamed, unknown soul from having to actually be the one to fuck them.

Sure. Allow the timeout and then give the kicker the benefit of 5 or 10 yards on the “re-kick.” This will be the “asshole tax” for playing “within the rules” while “violating he spirit of good sportsmanship.”

Enforce this rule for the remainder of the season when a more fitting formal rule can be adopted.
What I’m saying is that even if a new prohibition falls within the scope of an existing penalty, and even if the league called it something other than a rule change, it would still be a new rule, for all intents and purposes.
For instance, this year there’s a new rule in place that if a player spikes the ball without scoring a touchdown, it’s a 5 yard unsportsmanlike consuct penalty. That is the new rule: that spiking will be considered UC. Same thing with your proposal.

They never do it that way. 'Cause, you know, it would be a rule change, and they don’t change the rules mid-season.

I think icing is ok. Near the end of the game the defense has timeouts left, using them may get inside the kickers head which isn’t unsportsmanlike. If the kicker fucks up because he can’t handle the pressure he isn’t a good kicker. But pulling this shit after the balls already snapped is dirty pool.

But then how are they going to differentiate “Icing” time outs from other time outs, say…maybe to change personnel, or to change the defensive scheme?

Just for everyones information, the re-kick thing wasn’t possible until 2004, when both the NFL and the NCAA changed the applicable rule and made it legal for a coach to call a timeout from the sideline.
Personally, I think trying to ice a kicker in this way is bush league. Sure it’s worked a couple of times, but I think if it keeps getting used, the percentages will eventually show how bone headed a strategy it actually is. You’re giving the opposing kicker a practice kick from the exact distance and angle as the one that’s going to count.
