From a government PR perspective, it this where it makes sense to
- proactively flash bang Fry when he drops his guard to prevent a suicide or
- wait for Fry to start a suicide by cop move and attempt to take him out by non lethal means or
- Stand by and let Fry do what he’s gonna do?
