the DKL LifeGuard Model 2

I was just browsing around the website of Sandia Labs and came across this article about a piece of crap they tested and found to be bogus (I couldn’t link to the actual URL, but if you go here and search for DKL, you can find it). Some kind of dowsing rod for finding people. This article is 2 years old, yet the company is still selling this thing to governement agencies all over the country (read as my taxes are paying for this). I am not asking if this thing actually works (it doesn’t), but I am wondering why the company is allowed to stay in business. Its advertising is extremely fraudulent. I thought there were laws about fraud, am I wrong? Can I start selling crime repellant in an aeresol can?

As for why the company might still exist, I suspect that the human capacity to be swindled is near infinite.
