Funny that he wears them in such an awkward and cumbersome manner. Does he not like ribbons?
I just skimmed that article and I don’t believe that the question in the OP is answered in it. What is the deal with the ropey things on his shoulders?
I have to assume that one is for winning the soap box derby.

It’s an aiguillette , worn for being a (honorary) Field Marshal.
I think Prince Phillip wears one because he is an aide-de-camp to his wife, and was also one to her father.
Sometimes he wears ribbon bars , but I don’t think they’re appropriate with all uniforms.
