Franklin and Beachwood. Really anywhere on Beachwood gives a beautiful view. (It’s in my neighborhood.)
I think the best spot is the observation platform reached from one of the little parks off Mulholland Drive, near the 101. (Mulholland Drive is worth doing if you’re into Hollywood, anyway…)
This link has instructions on how to reach Mulholland. PDF map to Mulholland Drive The park (really just a parking place and a platform) is the first of several and will show up on your left, about a mile up Mulholland. Park your car, take the stairs leading east from the parking lot, and you’ll reach the platform with what I think is the best view of the sign, bar none.
The path around the Hollywood reservoir (presently closed due to erosion) would allow you to get somewhat closer, but you’d be looking up a steep hillside and the sign is all out of perspective - so no great loss.
