How does scoring work on a feud? How can you get decimals?

Oh yeah - I quit doing that. Too much work! My list is simply my PM’s from people.
I hope it doesn’t hurt people’s feelings, but I don’t always use every Feud that has been submitted. Some are too hard to score, or have been done recently, or won’t have much interest (based on my experience running them.)
I do really appreciate everyone’s submissions!
