Yeah, based on what I’ve seen the overlap between military and Scouting is not insignificant. Plenty of veterans serving as Scouters at the Council and District levels, if not in troops and packs themselves.
We are very heavy into citizenship and patriotic expression (perhaps a bit much for my taste, to be honest). Always do the flag ceremony and whatnot at Veterans Day assemblies. Tons of physical fitness, service projects, and of course camping and hiking.

Proof is very difficult for ordinary citizens, so you report it to the authorities who have the capability for more investigation. At the very least, you did have proof that he was egregiously violating BSA policies (suggesting a one-on-one camping trip is a major no-no), which would probably have been enough to get him removed as Scoutmaster.

That’s massive projecting. I didn’t keep him in the troop, he wanted to stay. The one on one suggested the trips twice in 24 hours. I strongly said no each time. I knew my son would lose interest but would fight me on it if I tried to force him. He bailed on scouting w/i a month.
