Though, having seen a few Japanese films, I wouldn’t be surprised if somehow they were still able to make that film as boring as all hell.

This looks to me like a remake or a ripoff, at least in part, of the Korean film Teenage Hooker Became Killing Machine in Daehakroh.
(Which, just for the record, isn’t very good.)
