I’m confused as to the distinction you are drawing. Are you suggesting that if this were an actual vote on the bill, rather than a cloture vote, there wouldn’t have been 51 Democratic votes for it? Or are you saying because the Democrats didn’t have enough votes to secure cloture, this is merely grandstanding?
