"The New Kid" -- Short story read in jr. high english class

All I remember about this story is that a new kid arrives
at the school, and he’s something of a dork, wearing a “Jughead” type hat with pins stuck in it. The main character of the story can’t wait for winter to arrive so he
and his buddies can make the new kid’s life miserable by
various expressions of cruelty which are only possible
in the snow. For that matter, the last sentence says, the
guy can hardly wait for the very next day in the
schoolyard; he’s that eager to start in on bullying this new kid.

Anyone remember this story, who wrote it, and what the POINT WAS???

Oh btw I think this was in the eighth grade, for me around 1970.

This might be it. What really bugged me about the story was
that there was no conclusion. YOu never got to see whether the new kid would stand up to the others and earn his place;
the story just ended.
