IIRC, this was subject to a lawsuit as the Scots felt that Elizabeth II should not be “the Second”, at least in Scotland, and her cypher was defaced on mailboxes in Scotland. A judge ruled that the regnal number chosen was a royal prerogative. So Charles could have chosen Charles XVIIII if he wanted to (legally).
To be fair, Elizabeth I wasn’t the Queen of Scotland during her reign, Mary Queen of Scots was. And then James VI was King.

Huh? Elizabeth I was born in 1533. Mary Queen of Scots was born in 1542.

Well, you say a half-Scottish mother. But his “Scottish” grandmother, Elizabeth Bowes-Lyons, was born in London. Both of her parents were born in England, and I think all four of her grandparents.
I think one of Charles’s 32 great-great-great grandparents was born in Scotland.
Charles’s great-grandfather had a Scottish title, he went to high school in Scotland and his family has long has a Scottish holiday home. Those are probably his strongest claims to Scottishness.
That, and he looks so damned good in a kilt. Oh, and now, like his mother, he’s awoken by a bagpiper each morning.
I would not complain about this as my alarm clock.

Edit: i used to take lunch break at an open air mall near my office and somewhere up in the multistory buildings that surrounded it, someone was using his/her lunchbreak to practice bagpipes.
I loved it.
