So just to ask, suppose the closing threat was public knowledge, and her husband, reading the news over brandy, mutters to himself, “they won’t close that plant if I have anything to say about it,” it would still be illegal of her to subsequently buy the steel company’s stock, right?
IANAL but I think that yes, that would still be illegal because she would be acting on knowledge the rest of the public did not have access to: that a sitting Representative was going to champion the company’s cause.
OTOH, I will not be surprised when one of our real lawyers shows up and tells me I’ve got it wrong.

I think right in between #3 and #4. That’s where you make a bunch of wild allegations about other people with no proof whatsoever. Then in court, you don’t mention anything like this in the slightest.
