His brother, who’s reportedly told police he’s proud of what the shooter did, is being investigated for complicity.
Failing to report a crime? I mean, being proud of his actions and more explicitly admitting to being proud of them is particularly moronic, but I’ll bet he’s not the only French guy to make those statements. It doesn’t mean he was involved in the planning at all. However if he was aware of a crime (his brother planning to commit murder) and didn’t report it, I think that’s a crime in itself in most European countries.
If he was really planning something similar he’d probably denigrate his brother now and then replicate his actions later.

If he were, even. That doesn’t look like what the charges were though. I’m guessing if he did pose a threat he would have been more difficult to get into custody.
Far from it. There’s been a teacher suspended for having a corresponding minute of silence for the gunman.
A bit of an update. The killer recorded his own murders with a video camera and emailed the footage to Al Jazeera (or maybe a confederate sent it). Al Jazeera gave the it (or a copy of it) to the French police, and has agreed not to put it on the air.
