Uh, this is clearly an election ploy. I’d say he has a clear understanding that he needs for the House to not go to D. He’s offering a bribe for that to not happen.

And on Friday he’ll deny ever having said it at all. And he’ll be off lying about something else while the base while the base screams about the stupid libtards.
