So he won’t.
What really matters is what Ivanka tells him to do.
So this means that congress can force an ‘on the record’ vote for the wall in the senate, right?
This is possibly the best possible outcome. Government stays open; no meaningful funding for his freaking wall. He declares an emergency which immediately is tied up in court forever. If somehow his grabbing of emergency power stands, then the next Democratic president can declare a Gun Control Emergency and a Global Warming Emergency. Win-Win. Other than living in a dictatorship, of course.
Not a win win if he raids things like California fire recovery funds and Puerto Rico recovery funds.
