Would a suit require Individual-1 to testify in court? Could he be subpoenaed? And if he did, and his inevitably fucked-up, incoherent verbal testimony were shown in the SCotUS appeal, how would they handle that? Or would he claim that, as the defendant, he could not be compelled to testify?

They probably won’t say anything at all, which essentially normalizes the idea that an executive can take taxpayer money for projects earmarked by congress and use them as he pleases. He’ll get challenged in the courts, and he’ll keep throwing up new challenges, grabbing funding from some other source.
To be fair, Trump is every bit as much not-George-W-Bush as Obama was, so the former can demonstrate the same qualifications the latter had at the time of the award.
