So far as I understand, that is the history. Racist stereotyping is a thing that has existed on this planet and, I don’t believe, that there’s a benefit to society in forgetting about that or pretending otherwise.
I’ll grant that Fiddle Peghead almost certainly had no intention of alluding to something racist by bringing up “rats”, but it felt like a good moment for a reminder of how racism can hide in society, without people noticing it.

On the other hand, in a discussion with a person denying the plain reality that a march by neo-Nazis to protect statues built by the wives and daughters of members of the KKK is simply a blind defense of racism based on a partisan unwillingness to be honest with oneself, it seems fair - as said - to note how racism can be easily overlooked.
I would personally say that it’s a worse thing to deny racism because it forces one to confront (possible) unfortunate truths, than to point out the occasional bit of disgraceful human history to remind us that we’re flawed creatures who act irrationally in the name of our chosen identities on occasion.

Actually, the idea that they’re dirty comes from their spending a lot of time in garbage and sewers and being linked to serious illnesses (you may have heard of a little epidemic called the Black Plague). Maybe Anglos consider them “scheming” and it’s something that’s got its origins in antisemitism, I’ll take your word for it, but it’s the first time I hear about it; dirty, that’s in every culture that’s met rats.
