The former; Trump despises the very concept of helping others. If he thought the people he was talking to would benefit from it, that would be one of the few things that could shut him up.

That is one of the most annoying aspects of this whole affair. The main negative consequence of this foolish action, namely the inevitable retaliatory attacks against Americans, is precisely the thing that will be pointed to as the reason it was the right thing to do.

He has impeachment coming up, and it might be the last chance to kill someone. His base have their ears up for this stuff. He gets to: take credit for being a real grown up potus, have real blood on his hands, and advance his interests by distraction.
Killing someone means much much more for all his fascist fans than any strategy. In any case it goes back to terps mind alone, is he gatherig his narcissistic supply, and really just thinking about a notional atavistic delusional base, who will save him from the SDNY, rather than any idea of world affairs.
