You’ve got this story badly garbled. The perp was Lawrence (Larry) Singleton and his victim was Mary Vincent, who survived having both arms hacked off. (He also raped her.)
Parole officers tried to settle him in various places, keeping it all secret to avoid the outcry – but of course they had to let the local LEO’s in on the plan, and somehow the word leaked every time, leading to those protests.
After serving his parole at San Quentin, he moved to Florida where he committed various minor-ish crimes and then another murder for which he was sentenced to death. He eventually died of cancer in prison there.
