I suspect this story, cute as it is, is a bit garbled. The Kuwaiti state aircraft is a Boeing 747-400, while AF1 (military designation VC-25), is a modified version of the earlier 747-200. Overall length is the same for both, although the -400 has a longer upper deck.

In fairness to DeVos (and you know how much I hate being fair to republicans), there’s an interesting story about her on the most recent This American Life. She definitely comes off well on a personal level… she seems to actively believe in the idea of helping out students. She mentored various students personally, and in one case discussed, her mentee’s mother had health problems, and had trouble keeping a job, so DeVos hired her to do her laundry, and the mentee herself also works at the DeVos house during summers. She has nothing but good things to say about DeVos, who seems to have been very financially generous.
None of which, of course, in any way suggests that DeVos is remotely qualified to make educational policy for the nation (or for her state), of course… and in fact, you could argue that her personal generosity, and seeing that she made a difference in individual kids lives, taught her exactly the wrong lesson about how to improve the lives of students as a whole.
