Of course, this wouldn’t ever be put in writing or anything, it’s just in order to plant the pernicious idea that *“hey, it’s been about a year, if you can just let him do three more of those, Trump may go away peacefully” *as a stalling tactic.

Just to be clear, that particular lie about FEMA approval was in the contract between Whitefish and PREPA, the local state-owned utility. AFAIK every federal entity involved has done the “watcha talkin’ 'bout, Willis?” whenever anyone tried to say the feds had cleared the deal.
There is a thing called the FAR - federal acquisition regulations.
On any FEDERAL government contract, the government invokes the FAR, which gives them the right and the duty to provide oversight. That means if you get Uncle Sam’s money, Uncle Sam has the right to know if he is getting what he paid for. It gets written directly into the contract. Rights to data, delivery of known good (or rejection of bad) hardware, software, rights to inspect, etc etc etc.
Not ONE competent career government employee in contract administration would sign off on a “contract” like the one Whitefish got. Not willingly.

Yeah, to me the evidence points to the Puerto Rican utility authority (PREPA) doing a shitty job, rather than to Zinke handing out favors. Maybe he put the Whitefish people in touch with PREPA, but in any event they were in Puerto Rico doing utility work well before this contract was signed.
There are in fact at least plausible reasons why they got the contract; they apparently have greater-than-usual experience in doing utility work in mountainous areas, by dint of their Montana contracts.
