Principal photography apparently began in May and wrapped around mid-November. But that means photography for the whole season, which is only half-way through transmission. Scripts must have been written much earlier.
Scripts will be rewritten, revised, amended etc right up until shooting. It’s not beyond the bounds of possibility that the line was written in response to contemporary concerns - but neither is it necessary. The line is good advice anyway and may just happen to strike a chord now.
As someone mentioned on the Walking Dead, Our Heroes are a pretty scruffy looking lot now. Officer Bob didn’t know if they would be traded, and look what happened at the trade.
It was kinda weird how they filmed that. Legs running. Rick. Legs running. Rick. Legs running.

I don’t understand everyone’s confusion about the lack of babies. The only ones in our group getting it on regularly are Maggie and Glenn, and I’m pretty sure the first time they did it, Maggie gave Glenn a condom (which aren’t going to be in short supply) - I’m assuming that is still happening.
It’s entirely possible that Rick/writers said, “All you had to do was stop” because all Bob II had to do was stop. It fit the story line.
Rick could not allow Bob II to inform Dawn’s group of Rick’s group’s plans to rescue Carol and Beth. Knocking Sasha unconscious (or leaving her for dead) certainly didn’t earn Bob II any brownie points with Rick. Rick gave Bob II a chance to surrender. Bob II didn’t take Rick up on the offer. Bob II had to be stopped, alive or dead, or the lives of Carol, Beth, and the rescuers would be at risk.
