The governor was already well beyond nutz before Michonne and Andrea showed up. Staging death matches to “entertain” the folks and sending assassins after anyone who chose to leave his little slice of heaven. He didn’t take rejection well.

We already live in a world where it’s perfectly legal to shoot and kill people as long as the law is on your side. Shooting and killing people in Woodbury isn’t that outside the bounds of civilization. Terminus has no precedent for being acceptable anywhere.
The Governor was clearly worse. He would go out to find everyone in the area in order to kill them and take all their stuff. Hell, he’ll roll a friggin’ TANK up to your door and start the killin’.
By contrast, Terminus appears to keep largely to itself, no danger to anyone who doesn’t actually go there.
Fair enough, but the people in the article (maybe) consume their already dead. They don’t hunt each other for food. They don’t tie up their food and cook and eat parts of it while having pleasant dinner conversation with it.
