Hey, mabye V’Ger/Decker went back in time and formed the Q continuum
Read the Shatner novels. If you can tolerate his self centeredness, he goes into detail about V’ger’s relationship to the Borg.
Of course, it’s non-canon, but eh… still interesting.
I just have to add that Family was probably my most favorite episode ever.
