Tom Toles 03/15/07: What's the reference?

Tom Toles is the editorial cartoonist for the Washington Post. In today’s cartoon (Thursday 15 March 2007) he castigates Joint Chief of Staff Chairman General Peter Pace for his recent comments about homosexuals. Toles does so in the form of an open letter. He added a little cartoonist character at the bottom of the cartoon saying “P.S., I trust this will sound familiar”

Well, the letter does sound familiar, but I can’t quite place it. Didn’t the Joint Chiefs release an open letter giving somebody grief about a statement about the Iraq war? I can’t quite remember who or when - and my Google-fu is weak. Somebody political - John Kerry??

Last Feburary Toles got lambasted by the Joint Chiefs for a cartoon. This seems like his answer.
