Not sure how much value it would be. Would it be pheasable to draw up a document or treaty that all countries that signed it would denounce terrorism?. All countries that signed would also be obliged.to use its recources, either financially or millitarily in the eradication of the terrorist factions? The countries that refused could be considered as harboring the terrorist? I understand that there are some countries such as sweden or swtzerland that will always remain neutral. However that mightlet us know who our middle eastern friends are.
I also understan some countries would sign just for face value. However we would know who they were if we called upon them and they refused…

The Kellogg-Briand pact of the 1928 outlawed war as an instrument of national policy. I think just about every nation signed it, including Germany, Japan, and Italy.
It was not particularly effective, so I don’t have a lot of optimism for this treaty suggestion.
By the looks of it, current American policy is heading in the direction of forcing every nation to declare whether it, in the words of Thomas Friedman, is “Smoking” or “Non-Smoking.” Any nation that fails to commit itself to the eradication terrorism will be declared an enemy of humanity.
At this point, though, this is drifting away from a General Question and into a Great Debate, and as such should probably be reraised there.
