Maybe this opinion is controversial, but I have yet to see a downside to finally banning this loser who intentionally “trolled right up to the limit of the rules many, many times, rarely violating them.”
I’m not remotely as active on this board as some but even I have noticed several other users that operate in this exact same “I’m not breaking the rules so you can’t do anything” zone, without whom this board would be far better and more welcoming. No one would mourn their loss, except their sockpuppets of course, as demonstrated by GreysonCarlisle.

We don’t have a strong emphasis on getting the accounts merged. If not being done to be misleading and tied to the software change, generally it hasn’t been a big deal. ECG might have more information on this, I don’t.

Perhaps, cross reference reddit, facebook, and twitter as well and look for similar names. Failing that parse a decade or two of posts and find an inconsistency.
What’s your problem? The troll was banned for lying about his background and using those lies in arguments. After he was banned, he went on another board and said, “Ha ha! I trolled you all for almost two decades!” Why are you defending him?
