I’m not sure what “Trust” means in the context of your title.
Most wireless keyboard/mouse interface devices (“dongles”) are proprietary, so if you lost a Logitech dongle you could replace it with another, but you would have to run special Logitech software to retrain the dongle to connect to your devices. And you could not expect your keyboard and mouse to work with another brand receiver.
And proprietary interface wireless devices won’t work without a matching receiver.
(I also don’t know where you would get another Logitech receiver; perhaps they’re sold separately online, but I’ve never seen one for sale in retail.)
The exception to this is Bluetooth. That’s an industry standard, so you would be able to pair your BT mouse and keyboard with any BT receiver you buy and plug in. (And some computers come with BT built in.)
If you’re talking about Logitech mice or keyboards, their proprietary dongle is called a “Unifying Receiver”. They are fairly inexpensive, here’s an example: You have to download a small app from the Logitech support site to do the pairing. I can’t find anything about Bluetooth compatibility or buying an extra receiver on their site, though.
ETA: They do offer Bluetooth on some models. Its absence on their wireless KB/mouse combos leads me to believe that it’s explicitly not Bluetooth compatible. Which means you need a dongle.
Logitech has their “universal” receiver, which works with all models. I bought a Logitech KB and mouse separately, and used the extra receiver on my laptop. Works fine and the devices can pair with each. But it’s not clear that the Trust receivers are universal.
It works with all models compatible with a unifying receiver. They typically have an orange and black “gear”-looking symbol on the device somewhere. But Logitech also makes wireless devices with hard-coded wireless adapters that can’t be paired with another one.
They also have a new standard called “Bolt” which isn’t backward-compatible. It’s a low power, quasi-Bluetooth solution. So newer devices may use that standard, and not the unifying standard. They aren’t interchangeable.
If the Bolt standard is successful, they’ve talked about the potential to license it to other manufacturers like Dell, HP, or Microsoft, so that their devices can use them as well.

Except for Bluetooth, there is no industry standard for wireless keyboards and mice. Each manufacturer seems to have their own and they’re not interoperable. Furthermore, the computer itself has no hardware to talk to the keyboard and mouse using its proprietary protocol – that’s why you need a dongle.
So given the available facts, the answer to your original question is “no, you can’t connect a Trust branded wireless keyboard or mouse to a computer if you have lost or destroyed the dongle.”
