Not to mention that, since the US Government has a monopoly on violence within the United States, it is the US government’s responsibility to stop American citizens from going out and attacking foreign countries. Intentionally failing to do so is basically tantamount to attacking the foreign country ourselves.
Not all laws. But the government does have a responsibility to try and still one of it citizens carrying out an act of aggression on a foreign country as a private endeavor. Primarily because no one will believe it was just a private endeavor and not supported by the US government.
Even with THIS administration, I highly doubt anyone would think that two yahoos from Texas attempting to “invade” an island in Haiti were doing it at the behest of the US Government.
Are you claiming the people currently living on Hispaniola are descended purely from African slaves? None at all from the French or Spanish (who did most of the enslaving) who were also there at the time they achieved independence? Or the native population who lived there before them?
While their ancestry may be predominantly African for the most part, it’s not exclusively so. Though I would have little pity for anybody who actually thought they could roll in and treat the current residents as primitive natives to be exploited. Maybe I’d even enjoy a bit of schadenfreude at the welcome they’d likely receive
Yup that’s the main reason the US government has responsibility to stop private citizens carrying acts of aggression against foreign nations. As otherwise it will be assumed by everyone that they have the implict or explicit blessing of the US government
