Dude, how old are you? I’m 60 years old, and when I was a boy, the only people stopping by at 6:30am were the paper boy and the milkman, and neither of them knocked, just left the newspaper and the milk, and went on to the next house on their respective routes.
ETA: At any rate, my response would be, “come back at a reasonable hour.” I’d ask for ID and so forth when they returned.
I’m unsure why everyone is so concerned about his lack of ID/credentials. It would be a pretty amazing coincidence if the city sent a letter to the house saying they were going to send someone there to talk you OP’s mom about taking care of the graveyard and then a few days later someone not affiliated with the city randomly showed up and asked about taking care of the graveyard.
Yeah yeah yeah, the whole 6:30 thing, I got it, but the visit should have been expected. I mean, when I get a letter from the electric company saying that someone will be out in the next 7-10 days to swap my meter I don’t run out there demanding to see an ID when someone shows up and starts pulling the meter off the side of my house. OTOH, that time when they didn’t a letter and the guy showed up with a minivan and asked me for tools, that was different.
My WAG is that he was on his way to go about is thing with the other two graves and figured he might as well just ask about the rest of them as long as he was there to see if they gave him the go-ahead (and probably just assumed they did).

I know it was a joke, but #5 is a really bad idea unless it’s a life and death situation for you, and you need time to get your gun. It could very well be a death sentence for the dog.
Otherwise, I’d prolly chew the guy out at least a little for waking me up that early, demand identification, verify his story…and bitch at whoever verified it for letting the guy wake me up that early, strongly suggesting that should never happen again…and then grant permission.
Are the graves on your private property or not? Is there some weird legal rule saying you must let the city do what they want with them?

Surveying for a big power station going in. The rail line was coming right through about here.

We went out on the road, took a shot clear across the property, and the boy’s running the ‘level’ had to go around by road. Was not worth fighting about, cost us about 30 minutes.
Yeah, the railroad line went right across where we said it would.
There was this old lady with a 30.30 that I was very polite to.
