They can do whatever you want, being fictional. If I were writing a vampire story and the question came up, I would consider it a life process that ended when life ended, like the heart beating and body temperature. So, Revtim-type vampires wouldn’t menstruate.

My view is that vampires are dead, and therefore wouldn’t have periods.
In most mythoi, vampires are “undead.” They “die,” and reactivate at some point after death. The “death” they suffer precludes brain death, although some mythoi allow for the idea that some vampires can be pretty dumb.
Anne Rice’s vampires don’t actually seem to “die,” although they do undergo a serious metamorphosis shortly after conversion to the vampiric state.
Both explanations would tend to eliminate the idea that vampires maintain functional procreational organs, regardless of gender.
I am aware of two films – “Grave Of The Vampire” and “A Return To Salem’s Lot” – that take a different tack, submitting the idea that vampires and humans can crossbreed and have children that are “half-vampire.” This tack was also taken, to some extent, in the “Blade” films (and preceding comic) in which Blade maintains some vampiric traits, because his mother was killed by a vampire as he was being born (something you’d think would distract the hell out of any vampire, but maybe he was really hungry or something).
This has led to some fanfics and suchlike that postulate “half-vampires,” although I’d hesitate to allow for this in any established vampire mythoi.
I am not aware of any mythoi in which vampires may breed with each other, sexually… or at least, any mythoi where they DO or HAVE. In “Grave Of The Vampire,” a woman is raped by a vampire, which results in her giving birth to a baby which feeds on blood, but can walk by day. This would imply that, theoretically, if the vampire in question met a FEMALE vampire, and they got jiggy with it, then theoretically, the female vampire could give birth to yet another vampire.
This answers the OP’s question, in that in order to give birth, we must assume the female vampire menstruates, or some analogous process that likely works the same way.
…although it also opens up several other cans of worms. Would a full-blooded vampire baby ever grow up? The idea of an immortal vampire baby is just too damn creepy. And would it have fangs? Would it ever grow them? Would it turn into a baby bat? A wolf cub? Would it need a little coffin, or could it just sleep in a dresser drawer?

In Kindred of the East, if a vampire is imbalanced with Yang, she can become pregnent (if the male’s imbalanced as well, I think), but she has to a drink about twice as much blood (or consume 2x Chi) to carry the child to term.

You’re the second person to ask and I’m trying to remember (if I even remember this correctly, I could be conflating it with something else). I’m thinking it was one of the first four books, where he simply mentions it, it’s not described in detail in an act.
I’ve learned in the last few minutes that Google search terms “lestat blood ejaculate sperm” will greet you with some awful slash fanfic.
Yeah… that’s why I mentioned the 14/15 gen thing from V:tM… because if I recall correctly those can have children (the females bear them the males impregnate women) because they are so far from Caine the blood is so thin they are barely vampire… They can also walk around in daylight for the same reason.
There is one universe that I remember with vampires reproducing… the Nightworld series by LJ Smith (Young Adult fiction) and in that one there is only one half vampire… who is actually a fluke and a sign of the coming apocalypse… one of the 4 to stand between the world and eternal darkness. In that one vampires can only reproduce with vampires and humans with humans. They can still complete the act together… just not reproduce. I meant to find the other books at the library but I couldn’t… maybe I should order them to find out how the story ends…

If vampires were real, perhaps you could ask one. In the Anne Rice vampire series, vampires are dead, their bodies don’t funtion as living bodies do (don’t make waste even when they consume blood). I seriously doubt, using her definition of vampires, that they’d have a period.
I read a book called Vampires Among Us a few years ago and it detailed the lives of those people who truly believe themselves to be vampires, of both the bloodsucking and psychic energy stealing kinds. In one chapter I shall rename the “TMI” chapter, there was a couple of lesbian vampires living in England (if I remember correctly) who would warning TMI moment approaching take the blood from each other’s tampons (TMITMITMITMI!!) because it was special somehow. I KNOW I’ve ruined everyone’s day with that last sentence and I apologize profusely! Now… if you were nice enough to believe that these funky ladies were “real” vampires, then by your OP… yes, female vampires have periods.
