Thanks to all who offered good advice and spent the time to help me out.
The individual in question is under investigation and from what I understand he won’t be back as my superiors have told the agency that he is no longer welcome. I am so far very happy at the way the problem is being addressed, and am confident that it will have a positive outcome for all.
