Is it legal for a veterinarian to perform heart surgery on a human being?

Nope.
There is much fine print. For instance, you can do pretty much what you wish on your own pet. Also everything I am saying applies to my neck of the woods.
Answer to question. Yes, BUT only if he is an MD and qualified as a heart surgeon.
