Visual Studio.NET - What is HotFixCheck.exe?

The last few days at work when I start up Visual Studio.NET(2003) I get an error while loading that says HotFixCheck.exe tried to reference a bad memory location. If I click OK then the error goes away and VS continues to load and run as normal.

What is HotFixCheck? Is this an MS program or some spyware that has infected me? And do I need it? Has anyone encountered this error before?

My first thought was that computers have now become subject to commiting Spoonerisms, but, in fact, HotFixCheck is a legtimate program of the OS.
Here is some more info on it.
