In 3rd edition onwards, the default is that nobody can ally in a battle. In 2nd edition each Codex had a section explaining which armies could be used as allies as part of its Support allowance.

Are you sure? I can recall several players who had Chaos models with ver, ah, “shiny” Power Weapons and made little “Force Lightning” sounds when using Sorcery.

Nah, Inquisition: the 5th edition Codex for all the Inquisition elements. I heard “July”, but as I heard it at another message board (Games Workshop doesn’t exactly embrace the “digital community era” on their website fuctions).
There are allies allowed, but it’s more limited than in 2nd. Instead of being allowed to make an army from the Ultramarine codex with 25% of your points spent on Eldar and Imperial Guard or a Chaos army with Ork allies, you are limited to the use of Inquisition or Assassin allies in other Imperial armies.
Yes, you can even have a unit comprised of nothing but Independent characters (and often do in Guard armies after the first few meat shields are blown away).
The single cheapest model in the game is the Ork gretchin (grot), coming in at 3 points a model.
GW has done away with Allies, but two older un-updated codices, Witch Hunters and Daemon Hunters, allow those forces to ally with either Imperial Guard -or- Space Marines. The relatively recent Apocalypse rules, designed for massive, all-day battles involving hundreds if not thousands of models, allow any alliances you see fit.
If you’re talking about the 54mm Inquisition game, then GW doesn’t support it any more other than offering the last rules as a downloadable PDF and the figurines as Direct-Order from their website. If you’re talking about the forces of the Inquisition (the aforementioned Daemon and Witch Hunters), it’s likekly looking at no earlier than fall of 2010, or spring of 2011. GW is very secretive about their release schedule, in order to keep their fans from not buying the newest toys they release (the game has a very nasty tendency to have the newest armies released be the most competitive).
The balance is kinda… okay, really off anyway right now, so allies would probably reduce the whole thing to a complete mess. They have streamlined a lot since the last time you could take allies - 5th edition is a lot smoother and faster then 2nd ever was.
I remember a game where, just for kicks, a friend of mine fielded only gretchins (with maybe a few orks here and there as command units) against my eldar force. 1500 points worth of them. We had to crib minis from every game we both owned, and he had trouble fitting all of them in his deployment zone.
This was back in 2nd ed, and before the first Ork codex was published. So, no squig vaccine to counter Bacterial ‘nade. Or "how to kill 1000 points’ worth of stuff with a 50 point equipment card" :p.
