So, I’d like to ask for a dress watch for Christmas this year, but I don’t want to go nuts spending thousands (or even hundreds) of dollars on it. I want a metallic watch with a metallic band, so leather straps are right out.
I have a Skagen watch with a mesh band that does not pull my arm hair at all, but it is probably hte most expensive watch I have ever worn, and it was a gift. I’ve heard that once you surpass a certain quality threshhold, interlocking metal bands don’t pull your arm hairs out like they do on cheap timex watches. What I am looking to do is define that quality threshhold and price point.
I’d like the top end to be about $150, because while I like watches, I don’t like them so much that I want to way overspend on one.
So, what brands of watches fall into this nebulous quality threshhold of no-armhair-pulling? Or have I been lead astray? Can I buy into this club for $150, or should I stick with the mesh bands like on the Skagen?

I can’t tell you a brand. I’ve found the ones with the latch on the back work good, and you hardly ever pull a hair in the band.
Shave your wrist and buy any watch you want. 
I don’t think my Citizen EcoDrive Titanium band has ever pulled out my arm hairs (and past watches I’ve owned most certainly have, so I know from whence you speak). The particular one I own was more than $150, though, so I can’t say how well a lower-priced model would do.
I think as long as you get the bracelet-style band that has a clasp and doesn’t stretch, you should be fine. I think it’s the stretch-style ones that pinch and pull hairs out. (in my experience)
In my experience, cheaper bracelets will almost always pull hair. I would suggest that you go to a local store that carries Seiko or Citizen and try some of the watches on. Once you have an idea as to what you want, then you can usually buy much much cheaper on the net.
If you aren’t a watch freak, I would recommend the Citizen line of EcoDrives. Solar powered, and very reliable. They come in a multitude of styles and prices.
Of my 100+ watches with metal bracelets, only the cheapie folded link sorts have ever been a problem, but then I don’t have very coarse hair on my arms.
