pravnik - I agree with your interpretation, but why that tale in particular? I think that’s what we are trying to determine here. Why not ask instead a police official to sit down, live on public access cable, and eat a plate of fava beans with a nice Chianti?
I suppose that is the harder question. I’d be interested to hear under what circumstances it was sent and received, e.g., if it came after the arrest warrant and license plate were made public, and he was feling the police’s “noose” slip around his own neck.
I’m sure he could care less if he makes literal sense or not.
The thing is, the story doesn’t translate if he’s referring to the cops as the rabbit, before they caught him…The cops weren’t particularly arrogant; if anything, they were pretty damn scared, enough to scare the bejesus out of the public with the whole “your children are never safe” business.
He might just be trying to scare people, but with the proximity of the statement to the arrests, and the implausibly dumb mistake leading to an arrest, (I mean come on—sleeping in a rest area?), we may be on the lookout for other snipers.
But probably not.

Actually, this isn’t that far-fetched. He was approached by a police officer in Baltimore, MD on October 8, 2002 while sleeping in the same car. His license plates and driver’s license didn’t match so they logged him into some sort of database.
Apparently, once the sniper called into the tip line and told the police about a crime committed in Montgomery, Alabama, they were able to match his fingerprints, and with the information on file from the incident in Baltimore, they knew what vehicle to look out for.
If it hadn’t been for him falling asleep the first time, they might still be at large.

My theory, and my fear, is that they might actually have been part of an organization, and that his bizarre little statement might have been a signal to whoever he was working with…a way to say, “I knew I couldn’t go on forever without being caught. They’re getting close, so begin the next phase of the operation.”
I hope I’m wrong, and that things are as crazy as they’re going to get. I guess we’ll see if we have another outbreak of domestic terrorism.
Assuming this scenario is correct, that Chief Moose actually relayed the message leaves me with two realistic interpretations (the third, and most ridiculous of which would be that Moose is complicit,)

That it was short-sightedness on the part of the police, and the possibility of relaying the sniper’s message to his compatriots was never considered, or
-
It was a calculated risk on the part of the police.
I’m hoping for #2.

Oh, and I’m from Montgomery, Alabama. I remember the liquor store shooting, and it took place not far from my parents’ house. I admit, I’m a bit freaked out.
Ogre, when I heard the “duck in a noose” message last night, my first thought was that it was some kind of signal to someone else.
Maybe it’s because I’ve been living in fear and stress for the past month, but I’m just not convinced it’s entirely over. I hope it is. But I know it’s going to take me a while not to look over my shoulder while I’m pumping gas, you know?

Another possible interpretation of the “Duck in a Noose” fable may be that trying to catch certain beings can make you look like a fool.
If you remember the police recently arrested the driver of a white van at a pay phone on suspicion of being the sniper. They obviously got the wrong guy and tipped their hand on staking out pay phones in that area.
You could argue that this was incompetence on the task force’s part and that the sniper was just too clever for them, thus the task force wound up looking like a bunch of fools arresting the wrong people. Not my opinion, but the sniper seemed arrogant enough to have it.
IMO, relax. They got the only bastards involved.
Obviously that phrase has been buried in the subconcious of another sniper and saying that pubicly will start the post-hypnotic suggestion that was placed there when he (and Mr. Muhammad/Williams and others) were missing during Desert Storm. During that time they were held by British forces and the Queen of England herself hypnotized them, turning them all in deadly weapons to strike down those uppity colonists.

Uh, that’s not what I wrote!
I typed out a short post asking what the deal was with the “duck in a noose” thing, i.e., when and under what circumstances did the sniper indicate that he wanted this statement to be made, before or after apprehension? If before, why would police be asked to say “we have caught the sniper”; if afterwards, why would the sniper think the police are going to make statements dictated by an arrested suspect? x 2
