There is an e-mail stating virtues of drinking water first thing in the morning ( before even brushing your teeth) to lose weight. It says increase intake gradually to drink upto 2 liters before breakfast , and you are sure to lose weight .
But I am yet to meet anyone who has successfully done this.
Well, not in one go ! It suggests going to 2 liters if you can. But recommends minimum one litre within a month , starting with a glass of water ( 200ML).
Well, drinking water is a good, non-fattening way to stave off hunger pangs. So if they’re suggesting drinking the water instead of eating something then it could be a way of losing weight without feeling hungry.
But from the tone of the OP it sounds more like the email was suggesting that water has some magical hitherto-undiscovered weight loss properties, which would seem unlikely.
I suspect it’s food that has a lot of volume because of its high water content. i.e. watermelon and most other fruits and vegetables. There’s a book called Volumetrics that talks about the benefits of eating high volume low calorie foods.

With all these dieting tricks and tips and the ability to spread the great advice far and wide via the internet, some of your developed countries – especially places like the USA where everyone has access to such information – must be dwindling away to nothing!
