The US is already responsible for more than 48% of global military expenditure (cite). Presumably Generalissimo Bush wants to get this up above 50%, so that the US will spend more on its military that all other countries combined.
(And, personally, I don’t think even that is going to be enough to “win” the war in Iraq at tis stage.)
