Works for me, and I’m not signed in. I dunno. I thought at first maybe Munich, but that’s not it. Looks very Middle Europe to me. Austria, Southern Germany, thereabouts. But I’m not hitting anything looking around there, so maybe I’m way off.
Oh, and I think it’s Madrid 
The square sort of reminds me of Brussels, but that’s just a guess.

The funny thing was - that was my first guess, even though I didn’t know what the city looked like. Something about the tile roofs and layout just said “Spain.”
I think if you try the link again it will work. Every so often I clean out built up cookies in my browser and the first click on a flicker link takes me to the home page. Subsequent clicks go through fine.
