Get a washlet. Highly recommended, seriously.
The cold has never bothered me, and I live in Massachusetts. That particular area just isn’t all that sensitive to cold. At least for me and my family. But if it really bothers you, the more expensive model has warm water.
The first time I vacationed in Europe, I had no idea what the thing was next to the toilet in my hotel. But I have since gotten one for my place and have always thought it was weird that it wasn’t more common in the US.
Wipe thoroughly. OK, nothing is ever perfect, so:
Wear boxer shorts = no part of the fabric typically touches anything residually dirty (because my anus disappears between my bum cheeks when I stand up).
Dark coloured boxer shorts anyway.
Why would I prevent them? They are a badge of honor, and mean I had some nasty gas that day!
That’s fine, I wasn’t speaking as a mod. 
If I don’t have time to shower after BM, I use a little water on a tissue.
Water on TP doesn’t work, it shreds when wet.
In most homes, toilets are next to the sink. Therefore, toilet paper wads dribbled with water, wipe until clean.
In public stalls, I usually spit in the wad before wiping. Less effective, but any port in a storm.
Use more TP, wadded up. If your plumbing can handle it, the hell with the environmentalists.
