I think you are using too broad a brush here. Bullying certain groups was definitely given tacit, or even overt, approval. Bullying across the board was not.
There was, for a very long time in the US, the idea you had to stand up to bullies yourself. Heck, Charles Atlas, and others, made a living off the idea.
Adults stayed out of things, not because they didn’t care, but because they were afraid of turning their boys into cowards.
For example, my dad was a tough cop and in an excellent position to intervene when I suffered bullying in junior high and my first year of high school. He knew all the bullies and their parents. Hell, he was friends with some of the parents. He didn’t get involved and neither did they. There were no repercussions for the bullying, but there also were no repercussions when I retaliated with violence. The adults figured lessons were learned all around. I learned to stand up for myself. The bullies learned that some people are best left alone. None of this was necessarily an ideal situation or the only way things could have been handled. My point is that they didn’t handle it this way because they approved of bullying.
Authorizing high school teachers to use lethal force at their discretion does not strike me as a good idea.
How about this idea:
There are quite a few retired professional football players and wrestlers who are still very physically strong but just not up to the rigors of daily participation in their sport.
Hire them, place one in every school. If a student is seen bullying someone, the “professionally bully” is called in to bully the miscreant 1.5 times more intensely.
Obviously we’ll need a committee to determine intensity levels of bullying, this could be done at the Federal level by the Department of Education. Perhaps a “bullying pyramid” or other such simple reference could be developed.
Bonus: many ex-football players and wrestlers suffer from traumatic brain injuries and suicidal thoughts, so this would help them feel like they still have a purpose in life.

Not where I grew up. Anyone who picked on what they called sissiies, or mentaly disabled in anyway quickly became a social outcast and could consider themselves very lucky if they didn’t get roughed up themselves. If my father ever found out I witnessed a bullying incident without stepping up I would have had hell to pay.
I feel sorry for people whose grasp on reality is so tenuous that they think summarily executing someone in the most gruesome way imaginable is an appropriate response to acting like a jerk.
I was in Jr. High for awhile, because I was a skinny kid and looked like the easy target that I was. I recruited the son of one of my parents’ friends, who cleaned the clock of one of the bullies in front of his buddies. I never had another problem.
The only real solution is to just get rid of school.

I was just parodying how ridiculously militant the anti-bullying movement is. I do oppose bullying honestly, and I really was mugged and bullied (though as a kid there were a few times I was the jerk), but I think the whole “Murican” way to do it I mocked is counterproductive. Kids need understanding not scorn.
In case you are interested, This style of argument is called the fallacy of the excluded middle.
I feel sorry for that middle. It’s only excluded because of bullies.
My experience with teachers , my own and my kids is that I wouldn’t want a teacher to carry a gun at the best of times much less the worst. Just because a teacher is a teacher it doesn’t follow that they have common sense .

To be fair, many bullies have been or were bullied themselves, sometimes by other kids, and other times by their own family members in a dysfunctional home.
Explaining to a kid that you had to kill their family, might get tricky.
