What does 'noulee' mean in Finnish?

What does the word ‘noulee’ mean in Finnish? I think it is the name of a chemical, but the Google translation service doesn’t do Finnish.

Noulee seems to be a substance sometimes used in the making of a Molotov Cocktail, alongside potassium chlorate and coal tar.

Exactly what substance remains unclear to me.

It is probably some sort of soap or tar, to make the stuff stick to the target.
