It means both according to my linguistic sources. In terms of the market, “fell dramatically” is more typical than “bottomed out”. IOW, the market could get worse.

To expand on samclem’s cite, the term take a dive, as in “to deliberately lose a match”, literally suggests plunging into a tank of water.
