Perhaps it means that he stands on his seat in the aircraft, and rather than have a fight on a plane, they let him get off.
It is depressing to see Blunkett attempt to show how right-wing he is. Apparently xenophobia plays well amongst the electorate.
Perhaps it means that he refused to be seated for the takeoff, and rather than seriously delay the plane each time, he was removed from the plane.
That’s my reading of it anyway.

Reading yours now…I think we are. But I’m having a serious case of dingbattiness today, so please forgive my stupidity-I seriously read it as implying that he stood on his seat upon arrival. Yeah, I don’t know what I was thinking either.
I guess it must mean something along the lines of what y’all have supposed. I initially thought it might be jargon for some legal maneuver during the deportation process.
