What event is this "Atlantic" article referencing? CA National Guard, arrested abortion provider

I ran across this line at the end of a political article, and while it seems too oddly specific to not reference a particular event, I’m not sure what it’s referring to. The article is here, and the quote in question is:

It’s not a real event - the author uses it as an example of the type of thing that could happen if things keep going in their current direction. I don’t think he meant it literally. He was just trying to make the point that, since the Republicans have taken positions that make compromise impossible, we could be in for some really ugly times.

Just for everyone’s information, if you’re not following the California elections: After tomorrow, there might not be any capital crimes here, depending on how the vote goes. One of the voter initiative propositions on the ballot, if passed, will eliminate capital punishment.

Sounds like a movie I saw back in the 1970s. The premise of the movie was the US had adopted a one child policy.
