Jared Gold’s Black Dahlia

I’m pretty much infatuated with this song. The video is a fashion show segment from 2001, illustrating Jared Gold’s “Black Dahlia” line. Can anyone ID the backing song or band? I think the lyrics are French, but I can’t pick out any phrases because she’s sort of cooing.
