There is a type of music that I hear a lot in Europe. I always here bands in parades playing these sorts of songs. It sounds like it comes from Eastern Europe, but I don’t know what the genre is called, supposing there is one. It’s very heavy in horns and accordians. There’s always a tuba.
There’s another Italian band I know of called “Guappecarto,” but I can’t seem to find a site for them. They break the mold, no tuba. There’s a video of them playing on Halloween here: http://www.vimeo.com/clip:17142

If it’s Emir Kusturica, you’re talking about Serbian/Balkan brass music. I love the stuff. I’ve seen No Smoking in concert, along with Boban Markovic, and Goran Bregovic (two others in this style). There’s town in Serbia called Guca that holds competitions every year for this type of music.

Goran has a lot more modern influences in his music, and Boban Markovic is straight-ahead traditional Serbian/Gypsy brass.
The native name for much of the music played by these bands is cocek (pronounced “cho-check”)
